Google already has pretty complicated policies that you are required to comply with if you are applying for a new AdSense account.
The company had sort of made it easier if you were running a Blogger based blog or using another partner service like Hubpages. These accounts were relatively easily approved. But no longer.
They are now rolling out new changes which would make it mandatory for them to comply with the regular policies if they decide to run the same account on third party sites.
Google said that if they fail to comply with the regular AdSense policies, their account would not work on third party sites but continue to work on Blogger or Hubpages accounts.
The idea is to provide a uniform approval system to everyone when it comes to non-partner services.
