Google Plus Local has a new promoted section that highlights your recently visited places.

The idea is to promote users to post reviews of the places you recently visited. This data is fetched from Google Latitude or posts with location based data we imagine.

Google Plus Local has an extensive database but it is still no competitor for something like Foursquare.

Even Facebook is very serious about local data. They ask you to rate places from the sidebar of their entire platform at times! And they are able to fetch places from your Foursquare check-ins as well.
