Google Plus developers have enabled the resized page badges for everyone.

This update was released recently and was only open to the Google Plus users enrolled in the platform preview program.

Google developers said:

The recent changes to the Google+ badge are moving out of preview today and will be visible to all users of your site. If you haven’t already, please take the time now to test the new attributes (width, height, theme). The size attribute is now deprecated, so we recommend you remove it from your code.

We’re rolling the change out today, so make sure to test on a non-preview account (or Incognito window) before pushing to your live site.
