The latest generation iPad from Apple comes with LTE support. Apple sold the LTE edition of iPad as the new iPad Wi-Fi + 4G.
However the definition of 4G varies from country to country. Some regions accept LTE as 4G while others do not.
Apple had faced issues in markets like Australia where they had to refund the units after customers found out that they could not really use the 4G networks operational in the region.
And the company seems to have now renamed the branding of the new iPad in these markets.
They are now calling it iPad Wi-Fi + Cellular.
