He has made network neutrality relevant in India. In fact, he has raised an issue that is much bigger than network neutrality… Freedom of Speech on the internet…
The good thing is that now that the general web user in India knows what is being threatened, network neutrality too would gain through the ongoing protests. Too bad for the government, they targeted the most vocal group on the web today… The generic Facebook user!
Network neutrality largely comes into equation if freedom of speech is allowed. And since the latter is being threatened on the web here in India, it is pretty clear that we do not even have to worry about the first part for a long time to come.
