Motorola as promised has launched their Bootloader Unlock program for their Android devices.

Motorola Photon Q 4G LTE is the only device currently supported in this program. The company mentioned other devices which are already shipped with unlocked bootloaders:

Motorola RAZR developer edition
Motorola XOOM Wi-Fi
Motorola XOOM

Process of unlocking the bootloader of your device:

Check whether your device can be unlocked
Install fastboot and the Android SDK
Install the latest Motorola USB Drivers
Verify fastboot recognizes your device
Sign a warranty waiver and release

They are following a similar strategy as HTC. You lose warranty if you unlock the bootloader on your device.
