Valve has now confirmed that they are going to offer non-gaming apps through their Steam store in the coming days.

Steam currently offer games and related material for sale and download.

Steam mobile app recently added sections for non-gaming apps so this was already rumored.

Remains to be seen how Steam would compare with the upcoming Windows Store that would be part of Windows 8 platform.

Windows do not currently have a popular app store for third party apps. Steam is hoping to cash in on that. Windows Store would be their biggest competition in this segment of the market.
