Wikipedia in Russian language is down to protest upcoming government policies
Wikipedia made headlines when they went down for a day to protest against SOPA.
The Russian language edition of the Wikipedia is blacked out today as well. This time it is to protest against the new government regulations that might permanently disable access to their platform in this region.
The message on the Wikipedia Russian language edition when translated using Google services states:

The State Duma will be held a second hearing to amend the “Law on Information”, which can lead to the creation of extra-judicial censorship of the Internet in Russia, including the closure of access to Wikipedia in Russian.
Today, the Wikipedia community protests against censorship, dangerous to free knowledge, open to all mankind. We ask that you support in opposing this bill.
